Strategies for beneficial use of biosolids in New Zealand and elsewhere are currently focused primarily on land application. The long-term success of these and other strategies is dependent not only on technical factors, but also on their environmental, economic, social and cultural sustainability. This paper briefly reviews the situation with respect to biosolids management in New Zealand, where land application is not yet widespread; the rise in public opposition to land application in the United States; and the biosolids industry's approach to public engagement. We argue that, at least until recently, the industry has misinterpreted the nature and meaning of public opposition and thus substituted public relations for public engagement. We argue that genuine public engagement is necessary and that its purpose cannot be to gain public acceptance for an already-decided-upon strategy. It therefore calls for humility among biosolids managers, including a willingness to open up the framing of 'the problem', to acknowledge areas of uncertainty, and to recognise the role of values in 'technical' decision-making. We then present and analyse an example of the use of the scenario workshop process for public participation in biosolids management policy in Christchurch, New Zealand, and conclude that scenario workshops and related methods represent an opportunity to enhance sustainable waste management when certain conditions are met.  相似文献

Because American national forests are managed for all citizens, it is important that researchers explore the differences and similarities between citizens living both near and far from publicly managed land. We surveyed residents living at various distances from nationally managed land to collect resident perceptions of different forest fire-management techniques, to determine public preferences for these techniques, and to examine the motivations behind these preferences. Participants both close to and far away from national forests tended to favor a multipronged approach to fire management by preferring the use of a combination of two or more fire-management techniques. There were no significant differences by proximity in participants’ self-rated emotions, types of fire-management techniques preferred, or the reasons and rationales for their preferred fire-management technique(s), indicating that the proximity variable may not be as significant as previously thought.  相似文献

Abstract:  Although numerous principles have been identified as being important for successfully integrating social and ecological factors in collaborative management, few authors have illustrated how these principles are used and why they are effective. On the basis of a review of the ecosystem management and collaboration literature, we identified eight factors important for integrative, collaborative ecosystem management—integrated and balanced goals, inclusive public involvement, stakeholder influence, consensus group approach, collaborative stewardship, monitoring and adaptive management, multidisciplinary data, and economic incentives.We examined four cases of successful ecosystem management to illustrate how the factors were incorporated and discuss the role they played in each case's success. The cases illustrate that balancing social and ecosystem sustainability goals is possible. Collaborative efforts resulted in part from factors aimed at making plans economically feasible and from meaningful stakeholder participation in ongoing management. It also required participation in monitoring programs to ensure stakeholder interests were protected and management efforts were focused on agreed-upon goals. Data collection efforts were not all-inclusive and systematic; rather, they addressed the ecological, economic, and social aspects of key issues as they emerged over time. Economic considerations appear to be broader than simply providing economic incentives; stakeholders seem willing to trade some economic value for recreational or environmental benefits. The cases demonstrate that it is not idealistic to believe integrative, collaborative ecosystem management is possible in field applications.  相似文献

/ It has been suggested that the general public should be moreinvolved in environmental policy and decision making. It is important forthem to realize that they will have to live with the consequences ofenvironmental policies and decisions. Consequently, policy makers shouldconsider the concerns and opinions of the general public before makingdecisions on environmental issues. This raises questions such as: How can weintegrate the perceptions and reactions of the general population inenvironmental decisions? What kind of public participation should weconsider? In the present study, using a new regional ecosystem model, weattempted to integrate these aspects in its decision making model byincluding the formation of an advisory committee to resolve problems relatedto waste management. The advisory committee requested the activeparticipation of representatives from all levels of the community: economic,municipal, and governmental intervenors; environmental groups; and citizens.Their mandates were to examine different management strategies available inthe region, considering all the interdisciplinary aspects of each strategy,elaborate recommendations concerning the management strategies that are mostsuitable for all, and collaborate in communication of the information to thegeneral population. The results showed that at least in small municipalitiessuch an advisory committee can be a powerful tool in environmental decisionmaking. Tree diseases are on the increase in many countries and the implications of their appearance can be political, as well as ecological and economic. Preventative policy approaches to tree diseases are difficult to formulate because dispersal pathways for pest and pathogens are numerous, poorly known and likely to be beyond human management control. Genomic techniques could offer the quickest and most predictable approach to developing a disease tolerant native ash.The population of European Ash (Fraxinus Excelsior) has suffered major losses in the last decade, due to the onset of Hymenoscyphus fraxineus (previously called Chalara Fraxinea) commonly known in the UK as ash dieback. This study presents evidence on the public acceptability of tree-breed solutions to the spread of Chalara, with the main aim to provide science and policy with an up-stream ‘steer’ on the likely public acceptability of different tree breeding solutions. The findings showed that whilst there was a firm anti-GM and ‘we shouldn’t tamper with nature’ attitude among UK publics, there was an equally firm and perhaps slightly larger pragmatic attitude that GM (science and technology) should be used if there is a good reason to do so, for example if it can help protect trees from disease and help feed the world. The latter view was significantly stronger among younger age groups (Millennials), those living in urban areas and when the (GM)modified trees were destined for urban and plantation, rather than countryside settings. Overall, our findings suggest that the UK government could consider genomic solutions to tree breeding with more confidence in the future, as large and influential publics appear to be relaxed about the use of genomic techniques to increase tolerance of trees to disease.  相似文献

This paper summarizes the findings of a survey (256 participants) conducted to determine the attitude of the Israeli urban public towards various urban water reuse options. Israel is known for its long and successful agricultural water reuse scheme, but to date no large-scale urban reuse projects have been implemented. The survey included 21 reuse options, which were clustered into three reuse categories, namely: low, medium, and high contact levels. Results show that a high proportion of the participants supported medium contact reuse options such as sidewalk landscaping (95%), domestic WC flushing (85%) and firefighting (96%). Higher contact reuse options such as domestic laundry (38%), preserved food (13%), and potable aquifer recharge (11%) found much lesser support. Less than expected support was found for low contact reuse options with 86% for field crop irrigation, 62% for aquifer recharge for agricultural irrigation, and as low as 49% for orchard irrigation. This low support is surprising, since all three options have been practiced on a large scale for over three decades in Israel without any adverse effects to the public. No correlation was found between any biographical characteristic examined (education, gender, income, marital status, having young children, and age) and support for medium contact options. For the medium contact options, the results suggest that perceived financial gain (individual and/or communal) and positive public opinion enhances support, while perceived health effects negatively affects the degree of support. Technology, trust in authorities and awareness of water and environmental issues were found to not have a significant effect on support for medium contact reuse options. Analyzing the four possible reasons for support given by participants who identified themselves as supporters of wastewater reuse revealed that the most important reason for support was "water saving", followed by "minimization of importing water from abroad". Collaboration has taken root in national forest planning, providing expanded opportunities for stakeholder participation in decision-making, but are these processes considered meaningful by key stakeholders? Do the processes result in increased participation by key stakeholders? We present results of a study of stakeholder perspectives of a collaborative planning process on the Grand Mesa, Uncompahgre, and Gunnison National Forests in Western Colorado, U.S.A. The stakeholders were stratified by participation levels in order to explore a possible relationship between participation and perceptions of the collaborative process. We used a Q-methodology approach to compare and contrast perspectives across participant levels in the North Fork Valley Landscape Working Group process. The results demonstrate four distinct perspectives on the collaborative process: 1) The collaborative process is valued by the Forest Service and will directly influence planning decisions; 2) The Forest Service, the collaborative process, and other stakeholders are not to be trusted; 3) The collaborative process is most effective when emphasizing place-specific dialogue that primarily involves stakeholders educating the Forest Service about issues; and 4) Forest planning involves issues requiring the application of scientific knowledge and expertise rather than collaboration. These perspectives were not strongly associated with participation levels, with time constraint being the primary mediating factor affecting participation. There are several possible actions policymakers and planners can take to enhance participation and overcome high rates of nonparticipation.  相似文献

While factors influencing perceptions of drinking water have been well studied, those of aquatic ecosystems have been to lesser extent. We conducted a review to improve awareness of these factors. Environmental factors found to influence public perceptions of aquatic ecosystems were presence/absence of water plants and algae, presence/absence of floating debris, the odor, movement (for flowing waters) and clarity/turbidity of the water, and the type, condition, setting, naturalness, and overall aesthetic appeal of the ecosystem. Sociocultural factors found to influence public perceptions of aquatic ecosystems included age, education, gender, and place-based knowledge. We provide perspectives of how managers can better meet the diverse social demands placed on aquatic ecosystems. The importance and benefits of considering these perspectives may be especially beneficial where significant multi-generational and culturally relevant place-based knowledge exist.  相似文献

Prey require information if they are to respond to predation threat in a risk-sensitive manner. One way that individuals can obtain this information is through the predator-mediated, threat-induced behavior of conspecifics. We examined such a possibility in a refuge-seeking species, the sand fiddler crab (Uca pugilator). Crabs were either exposed directly to a simulated predation threat (a moving cylinder) or the threat-induced response of a near neighbor. We found that fiddler crabs responded to the flight of their neighbors even when they, themselves, were not privy to the stimulus that induced their neighbors response. However, the wider range of behaviors exhibited by these crabs—which included no reaction, freezing, running back to the burrow entrance, and burrow retreat—suggest that non-threatened crabs either (1) perceived the gravity of the predation threat differently from their directly threatened neighbors and/or (2) engaged in behaviors that allowed them to acquire further information in the face of uncertainty. Conspecific behaviors also had an effect on the hiding duration of crabs, with individuals hiding longer if they saw both the predation threat and the flight of their neighbor. Our results suggest that cues provided by conspecifics can play an important role in guiding the antipredator response of refuge-seeking prey.  相似文献
